Decree 1765 of December 18th 2008. By which Ica structure was modified.
Article 5
. Aim. Colombian Agriculture and Livestock Institute, Ica, has as an aim to contribute to sustainable development of agricultural, livestock, fishery and aquiculture sector, by means of prevention, surveillance and control of sanitary, biological and chemical risks for animal and plant species, applied research and management, research and sort of fishery and aquiculture resources, in order to protect people, animal and plant health and ensure trade conditions.
Research and technology transfer activities considered since its creation will be executed by the Institute through association with natural people or legal entities.
Article 6
. General Duties. Colombian Agriculture and Livestock institute, Ica, will have the following duties:
To advise the Ministry of Agriculture and Rural Develpment in the development of policies and agricultural development plans and sanitary and phytosanitary, biological and chemical risks prevention to animal and plant species.
To plan and follow plans to protect agricultural and livestock production from pests and diseases tha affect or could affect the countrie´s animal or plants or that could group for the same purposes.
To practice technical control over imported supplies destined to agricultural and livestock activity, as well as animals, plants and products from animal and plant origin, in order to prevent introduction of diseases and pests athat could affect the countrie´s agriculture and livestock production and certify export´s sanitary and phytosanitary health, when the importing country requires.
To practive technical control of production and commercialization of agriculture and livestock supplies, animal genetic material and seeds for planting, in order to prevent risks that could affect agriculture and livestock health and food safety in primary production.
To practice duties forseen in the current legislation as competent national authority to apply plant variaties regime protection.
To adopt, according with the law, the sanitary and phytosanitary measures that are needed to effectively control animal and plant health and biological and chemical risk prevention.
To coordinate joint actions with agricultural and livestock sector, civil and military authotities and the general public, related with prevention, control, erradication and pests and diseases of cuarentenary importance or national and local economic importance management campains, to mantain and improve agricultural and livestock production status, and in general, to carry out the Instute´s duties.
To look for preservation and correct use of plant and animal genetic resources of the country within its scope.
To manage the national fund of sanitary and phytosanitary emergence.
To set rates and fare for services direct or indirectly provided, according with procedures stablished by law.
To promote and finance personal training for its own service or the institutions with which the agreement is celebrated.
To finance and hire development of transfer research programs that were approved by directive advisory of Ica to accomplish the national plant for reserch and transference of agriculture and livestock technology adopted by the advisory of the national program of science and technology national research or to associated to that end.
To allow agreements of national and international technical cooperation in research and transference areas of technology and agricultural protection program.
To authorize legal entities from the oficial or prívate sector to exercise activities related with animal and plant health and technical control of aquicultural and livestock supplies, within the laws and procedures that were established to that effect.
To regulate exercising of fishery and aquaculture activity, to ensure sustainable usage of fishery and aquaculture resources.
To execute management processes of fishery and aquaculture resources regarding to research, sorting, registration and control.
To give permits, patent, concesions and autorizations to exercise fishery and aquaculture activity.
To keep up to date national fishery and aquaculture registration.
To give, suspend, cancel licences, registration, working permit, comercialization, movilization, import and exports of animals, plants supplies, agriculture and livestock products and subproducts, directly o through territorial institutes or third parties, in bussiness of its scope.
To impose administrative sanction, including suspensions and withdrawal of permit or fishery licence to producers and extractors that viaolate conservation normativity, capture limits, vedas? And the rest of restriction of species preservation.
To direct getting resources of technical assistance and international cooperation in the matter of agriculture and livestock health and management of fishery and aquaculture resourses and to represent the country in phorums and to international organisms in acomplishing its duty.
To have needed measures available for accomplishment, follow up, and evaluation of policies, strategies, plans and work of the Institute.
The rest of the duties imposed by law or national government.
